Charles W. Selby Memorial Hospital, Inc.
In 1935, a small clinic was established in Aparri by Dr. Faustino Paneyra, Jr., son of the evangelist Faustino Paneyra. Though modest in scope, this early “hospital” provided basic services to those who could afford them. Sadly, following the doctor’s passing, the clinic was forced to close its doors.
From the outset of their ministry in Aparri, Charles and Roberta Selby were confronted by the stark reality of suffering—people dying needlessly due to a lack of accessible medical care and unaffordable medications. Though they offered what aid they could in Jesus’ name, they knew it was only a small response to a much greater need.
A Vision from God
In the early 1990s, Charles and his son Lloyd felt God’s calling to pursue a bold vision: to build a hospital—by faith. They trusted Him to provide the land, materials, staff, equipment, and supplies. The Fellowship of Associates for Medical Evangelism (now FAME-World), based in Indianapolis, IN, joined the effort, committing to fund half the cost of construction. As each need was met, the hand of God was unmistakably evident.
Construction began in 1991 with FAME’s approval of plans for a 25-bed facility. Under Lloyd’s supervision, progress continued steadily despite numerous challenges and delays. God faithfully brought the right people and resources at the right time. The generous partnership of FAME, along with sacrificial giving from churches and individuals across the U.S., helped turn vision into reality.
The Vision is Realized
In March 1998, the Aparri Christian Hospital (ACH) officially opened its doors, fully licensed by the Philippine government. Miss Sharon Beaty, RN, served as the hospital’s first administrator. Her capable leadership through its formative first five years ensured a smooth licensing process and established high standards that continue to shape the hospital’s legacy. In 2003, she returned to the U.S. to be near her daughter, leaving behind a lasting mark of excellence.
In the early 2000s, the hospital transitioned into a fully Filipino-led ministry. The board renamed it the Charles W. Selby Memorial Hospital (CWSMH) in honor of its visionary founder. In March 2023, the hospital celebrated 25 years of continuous service.
Under the capable leadership of current administrator Ofelia “Pia” Tabilisima, CWSMH has continued to thrive, expanding its reach while upholding its founding mission of compassionate, Christ-centered care.
From its inception, CWSMH has existed to bring healing in the name of Jesus to the people of Aparri and surrounding communities. A hospital chaplain plays a vital role, regularly sharing the hope of the Gospel with patients, families, and staff alike. Since opening their doors, this mission has remained at the heart of everything the hospital does.
Impact on the Community
Between 2019 and 2023 alone, CWSMH served over 40,000 patients, including more than 13,500 inpatient admissions. In just five years, tens of thousands received quality, compassionate care—and many encountered the life-changing message of Christ.
Through its medical missions outreach to the Agta people, the hospital has helped plant two new churches. It also sends medical teams for annual health visits to its three partner academies, further extending its impact and witness.
Although there are three other hospitals in the Aparri community, the Charles W. Selby Memorial Hospital stands out as the award-winning leader and remains the first choice for the majority of residents.
Spiritual & Social Emphasis
Morning Devotions, Weekly Fellowship & Patient Visitation
All staff begin each day with morning devotions, engaging in worship through singing, Scripture reading, and sharing personal concerns. Guest speakers from local churches are occasionally invited to provide spiritual encouragement. Weekly Thursday fellowships offer time for relaxation, recreational activities, and spiritual enrichment, promoting unity and deeper relationships among staff.
Prayer is central to the hospital’s spiritual life. Friday morning corporate prayer meetings begin with paired sharing of prayer concerns, followed by unified group prayer.
Patient visitation is a key ministry that provides spiritual and emotional support to patients and caregivers. These compassionate visits help open hearts to the Gospel, regardless of religious background.
Ministry & Community Outreach
The hospital’s spiritual leadership team meets monthly for prayer, fasting, and ministry planning.
A recent outreach to Marag Valley in Apayao served the Agta and Isnag communities with both medical and spiritual care. The journey included a two-hour drive, a 20-minute walk, and a 45-minute boat ride to reach the site. Over 60 students and their families received hygiene kits, school supplies, medicines, vitamins, and Bibles.
In the first quarter of 2024, four schools partnered with the hospital for on-the-job training programs. Students participated in daily devotions and weekly fellowships as part of their immersion experience. Positive feedback from past participants has contributed to the growing interest. Many students demonstrated a strong desire for spiritual growth and engagement.
Team Building Activities & Retreat
Sports festivals and organized activities provide opportunities for staff to showcase their talents, build camaraderie, and strengthen team dynamics through shared experiences.
A recent team retreat focused on spiritual growth, character development, time management, and effective communication of the Gospel. Activities included group sessions, recreational events, an awards ceremony, and shared meals. The experience promoted emotional openness and deeper relational unity among team members.
Leadership Development
Department heads meet monthly to discuss key issues, share ideas, and make strategic decisions. Meetings begin with Scripture reflection and prayer. Leaders write down insights from the Scripture and engage in open dialogue about departmental concerns. These meetings promote collaboration, constructive disagreement, and cohesive leadership.
